Is there anybody that used N-648,Medical Certificationfor Disability Exceptions form to take a citizenship? - disability immigration

Please share your experiences. I am especially in adults over 65 who have used this form of interest? My parents are 74 and 76, and there is no hope for them to learn any language. I realized that we have certainly lost a short memory. I want them to be citizens, but it is not possible since the current changes in immigration law. The only hope is that the N-648 accepted.
